GENERAL DESCRIPTION
The
project is the development and implementation of the
computer-based Drug Test Operations and Management Information
System (DTOMIS). DTOMIS contains the following systems:
1.
Drug Test Center (DTC) Licensing and Accreditation System (DTCLAS).
The system enables the applicants to fill up and submit a licensing
and/or accreditation application through any of the following
means: in person, mail, e-mail, internet and/or other means that
shall be identified. It includes the encoding of the initial and
renewal of licensing and accreditation application as well as
the generation of reports relative to the system. Transactions
included are the entries and management of data related to documents
submitted, application, inspection and updates. The system shall
give final result as to the approval or disapproval of the issuance
of the license and/or accreditation based on identified set of
rules or criteria including actual DTC inspection results. It
will also enable the DTCs to check their accreditation and performance
status.
2.
Drug Test Center Results Verification System (DTCRVS).
The system enables entry and management of data (e.g. Name of
Client, Sex, Date of Birth and others) that shall identify the
uniqueness of the client. This defines the security mechanism
on accessing the client’s data. Pictures and biometrics
data shall be introduced into this system.
The
data from the Drug Testing Custody and Control Form (DTCCF) and
drug test results are also entered into the system. The DRCRVS
shall capture accurately the profile of clients undergoing drug
test protocols. The profiles shall match with the drug test kits
used, the urine specimen and the test results.
3.
Confirmatory Drug Test Laboratory Results Confirmation System
(CDTLRCS). In the event that the drug test result of
the client is positive of chemical moieties regulated or prohibited
by the government, the urine sample of the client is physically
transported by the DTC to a Confirmatory Drug Test Center. The
CDTLRCS enables entry and management of client’s data and
drug test results to confirm the previous result from the DTC.
4.
DOH Licensing and Accreditation and User Fee Payment System (DOHLAUFPS).
The system enables entry and management of payments for the initial
and renewal of license and accreditation paid to the Cashier of
the Department of Health (DOH) and remittances of user’s
fee for every drug testing transaction entered in the system.
5.
Executive Information System (EIS). This system generates
reports for use of management and/or executive level positions
such as Classification of Drug Test Laboratories by Ownership,
Institutional Character and Service Capability and others to be
identified. The Agency Data Beneficiaries and other stakeholders
can be given access to the DTOMIS database. Security policies
and procedures shall be formulated to access the data and/or information.
